Annual Hajj Agreement for Hajj 2025 (1446 AH) Parties to the Agreement: First Party: Ministry of Hajj and Umrah, Kingdom of Saudi Arabia Second Party: Ministry of Religious Affairs and Interfaith Harmony, Islamic Republic of Pakistan Purpose: To strengthen relations and organize Hajj affairs for pilgrims from Pakistan, adhering to Saudi laws and national sovereignty of both parties. Signing Date: January 12, 2025 (12 Rajab 1446 AH) Article 1: Definitions Office of Hajj Affairs: Government agency representing pilgrims, responsible for arrangements and services in Saudi Arabia before pilgrims' arrival. Article 2: Scope of the Agreement Regulates affairs of Hajj pilgrims holding citizenship of Pakistan for the Hajj year 1446 AH. Does NOT regulate Hajj affairs for other nationalities or persons of Pakistani nationality residing within Saudi Arabia. Article 3: Responsibilities 1. Preparatory Meeting: First party (KSA) to hold at least one preparatory meeting before Hajj season. Topics: Discuss previous season's problems, practical plan for Hajj 1446 AH. Outcome: Detailed report. 2. Determination of Office Members: Second party (Pakistan) to provide list of Hajj Affairs Office members to KSA Ministry of Foreign Affairs and Ministry of Hajj and Umrah. Deadline: Within 10 days of signing the Agreement. List must include names, positions, and clear responsibilities. Article 4: Office of Hajj Affairs - Key Responsibilities Takes full responsibility for pilgrims from its country. Must adhere to the following: 1. Pilgrim Information Entry: By 15 Shaban, pilgrim information must be entered on the Nisak Masar platform. 2. Contract Completion: All contracts (transportation, accommodation, catering) must be completed through Nasik Masar platform with licensed providers by 15 Shaban 1446 Hijri (February 14, 2025). Penalty for Delay: Second party is responsible for damages, including loss of specified pilgrim numbers, if agreements are delayed. 3. Pilgrim Number Changes: Depend on capacity in holy places. Payments made via Nisk Masar platform. 4. Compliance: Mandatory to follow all Hajj laws, Nasik Masar platform guidelines, and other KSA guidelines. All Hajj candidates must be informed. 5. Information Accuracy: Maktab Affair Al-Hajjaj must ensure accuracy and timely updates of information (accommodation, arrival/departure times, services). 6. "Nask" Cards: Provide necessary information for issuance and distribution of "Nask" cards to pilgrims. Article 5: Security Rules 1. Compliance: Hajj Affairs Office and all organizers must fully implement Saudi Arabian government's security regulations. 2. Pilgrim Obligations: a. Moving to holy places via specific routes as per security instructions. b. No publicity or advertising activity outside Hajj purpose. c. Prohibition of congregational prayers, loud calling, or sectarian rituals in holy places (Masjid al-Haram, Masjid al-Nabawi). d. Prohibition of Photographic Equipment: For safety, use of any photographic equipment, including mobile phones, is prohibited in holy places. e. No politicization of Hajj, activities affecting spiritual worship atmosphere. Pilgrims must focus on worship. f. No gatherings for political purposes (conferences, meetings, media-related activities) by pilgrims or organizational teams. Article 6: Number of Pilgrims 1. Total Quota for Hajj 1446 AH: 179,210 pilgrims from Pakistan. 2. Reduction in Number: First party (KSA) may reduce this number if necessary. 3. Hajj Affairs Office Members Quota: 1% of total pilgrims, listed on Nashik Masar platform. Privileges: Office members will NOT have diplomatic privileges. Change in Ratio: Ministry of Hajj and Umrah reserves the right to reduce or increase the ratio based on approved standards. 4. Adherence to Fixed Number: Second party must adhere to the fixed number. Reduction Notification: If second party wishes to reduce pilgrim numbers, must inform first party within one month of agreement signing. 5. Epidemic/Emergency: Pilgrim numbers may change due to epidemics (e.g., Corona Virus) or other emergencies. Article 7: Arrival and Departure 1. Mode of Travel: All pilgrims will arrive and depart by air. Pilgrim Distribution (Approximate): Arrival via Jeddah's King Abdulaziz International Airport: 89,605 pilgrims Arrival via Prince Muhammad bin Abdulaziz International Airport in Medina: 89,605 pilgrims Departure via Jeddah's King Abdulaziz International Airport: 89,605 pilgrims Departure via Prince Muhammad bin Abdulaziz International Airport in Medina: 89,605 pilgrims 2. Distribution Cooperation: Done in cooperation with General Authority of Civil Aviation, Ministry of Interior, Ministry of Transport and Logistics, according to capacity of air and land borders. 3. Air Transport Agreements: Office of Hajj Affairs mandated to enter agreements with air transport companies and divide quota equally between national carriers. If Saudi national carrier cannot provide service, Office of Hajj Affairs may request approval for contract with Pakistan's national carrier or a third-party carrier. 4. Monitoring: Office of Hajj Affairs must monitor arrival/departure and follow relevant rules. 5. Pre-arrangement Data: Office must enter correct and genuine pre-arrangement data (accommodation, flights) 72 hours prior to arrival 48 hours prior to departure (according to approved flight schedule) 6. Goods Information: Inform pilgrims about international standards and specifications of goods. 7. Zamzam Water: Inform pilgrims NOT to include bottles of Zamzam water in luggage. 8. Departure Compliance: Comply with departure instructions and assist service providers in implementing approved departure plan. If no agreement, then through diplomatic channels. Prohibition of Legal Action: Neither party allowed to resort to any court or international organization. Primary Reference: Document on Organizational Guidelines for Hajj Affairs (signed by second party via Nasik Masar platform). Article 11: Execution of the Agreement Effective Date: From date of signing. Termination: Upon departure of the last Hajj pilgrim covered by the second party. Suspension Right: First party (KSA) has right to suspend agreement (fully or partially) if needed, in pilgrims' interest. Suspension Effect: Takes effect immediately after written notification to second party via diplomatic channels. Article 12: Final Commandments Amendments: Only possible with written consent of both parties and in accordance with their regulatory procedures. Changes in Status/Representatives: Do not affect obligations or agreements with service providers. Legal Representation: Office has right to appoint a licensed legal representative in KSA to enter contracts and represent before judicial bodies.
